Introduction of Online License System for Digital Technology and Electronic Transaction Businesses in Laos

On 6 October 2025, the Office of the Ministry of Technology and Communications (MTC) issued Notice No. 1919 introducing an online license system for digital technology and electronic transaction businesses. The system will take effect on 7 October 2025, and applications for new licenses, renewals, amendments, or cessation of business operations must be submitted online through this platform.

Digital Technology Activities

Under the Decision on Digital Technology Business Operation No. 3643/MTC, dated 29 September 2025, the following digital technology activities are subject to licensing:

  1. Data centers
  2. Cloud service providers
  3. Blockchain
  4. Big data
  5. Artificial Intelligence (AI)
  6. Digital content
  7. Import of digital technology equipment
  8. Distribution of digital technology equipment
  9. Software development and services
  10. Digital technology security
  11. Digital technology consulting
  12. Digital technology training
  13. Digital technology installation and repair
  14. Other related digital technology activities.

Digital Platform Activities

The Decision on Digital Platforms No. 3648/MTC, dated 29 September 2025, identifies nine types of digital platform businesses providing electronic transaction services that must obtain a digital platform certificate, as follows:

  1. Trading platforms
  2. Financial platforms
  3. Transportation and logistics platforms
  4. Education platforms
  5. Health services platforms
  6. Tourism platforms
  7. Digital content platforms
  8. Social media network platforms
  9. Other digital platforms, such as digital asset platforms and e-sports platforms.

Online License Application Process

Applications and management of licenses and certificates are conducted through the online system at https://dbl.gov.la. The process includes account registration, submission of required documents, and payment of applicable fees. Authorities may also conduct preliminary checks or on-site inspections. Businesses should ensure that all applications and supporting documents comply fully with regulatory requirements to prevent delays or rejection.

The system is designed to make the licensing process more convenient, transparent, and efficient. It allows businesses to track application progress while enabling authorities to manage fee collection and service charges more effectively.
